On Mac iPhoto is built into the computer. I can order pictures and make books if needed.

I just use Microsoft Office Picture Manager. For online, extra text, goodies like that I use http://www.befunky.com/

Paint.net is awesome and free! You download it to your computer and there are tons of tutorials online for it. There is also GIMP and there are tons of tutorials for GIMP. I find that Paint.net is easier for me.
