Where to buy toggle toilet paper saving roller?

Okay so I have been looking EVERYWHERE for one of those toggling toilet paper roller/ dispensers. You know? The kind that only alow 3-4 squares out at a time before breaking off? I have seen them in resturants, schools, malls, etc. I have checked with home depot, lowes, walmart, kmart, target, bed bath and beyond, etc. and no luck so far. Im sure I will need to end up buying it online but I dont even know for sure what they are called so this keeps running me into dead ends. I know they make ones that make it roll slower (like roll rite) but i am wanting one of the toggle ones that actually breaks off after a few squares. 3 kiddos under 7 like to roll toilet paper all over the floor and it makes a mess and costs a small fortune! Any help would be greatly appreciated. (And yes they have been told how many squares to use but that seems to never be followed and I dont plan on hovering every time they need to use the potty)
