on CM, its someone who just wants to stir up crap amongst the posts, sometimes following certain members around, harassing them and causing meanness.

Someone who purposely tries to stir up trouble or inflame others. comes from the fishing term used to throw a hook in the water and drag it till you catch something. Basically throwing your bait out and seeing who bites..its meant to get attention by idiots that have no life.
