Walmart is the cheapest in our area, or the dollar tree but even then its probably cheaper to buy the bigger packs at walmart for just over a dollar rather then one at a time for a dollar each, kwim? we don't have a target or Sams Club or Costco or anything here though so idk about better deals...

Target... with their coupon deals, I got most of it for free! I also did pretty good at Big Lots last night. They had notebooks for .17 and folder for .14.... (not the cheap folders either)....
