Why is the United States able to post military bases in different countries?

|Military base is made in case any problems escalate between a nearby country, or city, the base can be "scrambled" and be able to instantly handle the situation, while the countries that are involve prepare to back up the base, and the country its in. Take Kandahar air base, the Americans own that in Afghanistan, its the 2nd largest air base there. Take Camp Bastion, a British base, the largest there, built by the Royal Engineers in 4 months, it features a 2,350 meter long and 28 meter wide runway, and is home to both, British, American, Danish, Australians and Canadians.|
