Does anyone know which specific denomination believes and preaches this?

It's usually described as "evangelical", but it's not part of any organized denom like Lutheran or Baptist. Some of them might use it, but when they do, they're deviating from the historical teachings of their denomination. It's mostly in non-denoms.
