I am a tourist in States, if I received money order, can I cash it my money order without ID or can I pay to buy order money without an account or ID

I *think* you could probably buy a money order without ID, but I don't think you can cash one without ID. I could be wrong, though. But most places, unless they know you on sight (like someone you've known for years or the same little gas station you've always gotten your gas at), require ID to cash money orders or checks.

You can not cash anything in the states without a valid ID. Frankly there are a lot of things you can not do. I am surprized you could get a hotel room without ID. You can buy most anything without ID unless you wish to pay by check, money order or charge.
Generally you can not enter the country without ID being shown somewhere.
