Is this against the law?
Would this be something you could contact someone about? (better business bureau?)
First the BBB is a farce. They do absolutely nothing ever. If a roofing company is not licensed then they are not insured either so if they do work for someone & fall off the roof & get hurt & die then the homeowner can be sued & is 100% at fault. If you want to report something like that then you call your town (Building Dept.). They will send an Inspector & stop the work immediately. For example, if you want your BIL to roof & side your home, then you assume the responsibility of accents & injures.

It would depend on the state. Some state's require you to be licensed and bonded, others don't.
