if he/she has ALWAYS had a runny nose, I'd say it could be an allergy. Most likely though, it is either the start of a cold or a sign of teething. Certain teeth make the nose run a lot when they come in. Just make sure that you give your child plenty of fluids (depending on the age, this might just mean breastmilk or formula---water and juice are not appropriate for very young babies). Watch for fever and call the doctor if the symptoms get worse. Remember that the common cold is NOT treatable with antibiotics.
