Self Deprecating Humor vs Complaint

Complaint- expression of grief, pain or dissatisfaction
Self Deprecating Humor- comically acknowledge a situation

Who gets to determine whether a comment is a complaint or humorous?
The speaker or the listener?
The writer or the reader?

Is it possible to find humor in a negative situation?
Is it inappropriate to ask others to poke fun at themselves?

Because it is all in the delivery:
Write a statement two different ways, as a complaint and as self mockery.

I will go first.

1) Their rules are too vague, that is why I got in trouble.
2) Apparently, I suck at reading between the lines.

    However, I don't make fun of others misfortunes, but, there are some, that are humorous!
    I do laugh at myself, so I invite everyone to laugh with me, not AT me!
