Affect vs Effect?

When do you choose one over the other?
I always was under the impression it is used like this.
I don't see how you are affected in in way. (meaing done to)
I don't see how that is effective use of your time. (meaning you do)
Helping with some homework, and DH and I are discussing. It is 1/2 time so he is now out of his cave.
