If you have medical insurance through the state, why do you have to pay $600? Is $600 your deductible for the year?

What happens if you get in a serious car wreck or become seriously ill and have a hospital bill worth $50,000 or more? How will you pay it? You won't. You will either file bankruptcy or default on it and then other people are left paying higher prices for medical care because someone didn't have insurance and couldn't pay their bill.
