If you are breastfeeding, you may want to look at your diet. Sometimes babies are sensitive to mom's foods. Dairy (milk) is usually the culprit. Try cutting that out for about a week, and see if there is a change. If not, there are other foods you can cut out as well.
If you are FF, it's probably the formula. Formula is more difficult for babies to digest, so their bodies have to work harder to digest it. You probably need to change formulas, and keep trying until you find one that agrees with her.
It could also be the bottles. When feeding a baby from a bottle, the baby should be held upright at a 45* angle, and so should the bottle. Make sure no air is getting into the nipple, and be sure to burp her every few minutes.
