Have you ever noticed this about anon posts?

You know when someone wants to adress an anonymous post they put the time it's posted... for example. " I agree with Anon 7:53"

I've noticed sometimes the time quoted isn't the time any of the posts were made. Is this becuase of time zones? If I make my anon post at 8:00 does it show at 7:00 to someone in another time zone?
