Sounds like you are talking about being a party coordinator. There may be a market for this, especially for busy moms who want to have birthday parties for their kids. You'll have to make sure you have business connections to halls of various sizes that you can get at a good price as well as all the extras from tables, chairs, tablecovers, food, favors, outdoor tents, maybe even renting large inflatables. You'd have to get prices for all these from whomever is your supplier for each and calculate the costs so when you have potential customers that want a price quote you can calculate the total cost of those items, your time, paying anyone you hire to help, etc. etc.
It'll still cost a pretty penny to get started because in addition to those things you'll need a van to bring things in yourself, general liability insurance and advertising to get the word out in your area!
