Yes, I do. The only access the students may have to protection could be at the school. It is better than them not being able to get it and having unprotected sex. Obviously they shouldn't be handed out all over the place but students should have access.

No, I don't think it's the schools problem.. The parents should be dealing with that sort of stuff.
