At what age is too young for a cell phone? I've always told my kids when you can pay the bill yourself then you can have a cell phone. What are your rules?

my son who used his own money from his 7th birthday, bought a phone, he had chores for more minutes. After the first couple of days, the excitement wore off and he kept it in his backpack. If he was caught with it out in school he lost it for good.(i have to say I'm more than happy that he had one, due to he passed away 1-28-09 and i have his voicemail and texts as an added memory)

I don't know about 7, but it would depend on the child and the price and availability of calling plans. Both my 10 yr old grandson and 11 yr old nephew have cell phones that they carry with them in case of emergency, and neither one of them have abused the privilege. They use the land lines in the house to call if they just want to chat with their friends.
