If the paint is just sitting on top of the carpet, let it dry and get some scissors and cut each fiber off at the point where the paint starts. This works best for small areas and plush, not looped, carpet.
If you have a large area or the paint is soaked in through to the pad, I would get a professional to remove it. If you try to do it yourself, you'll just push it throughout the pad below and it will just seep back up in a bigger area.
