  • Yes, the temperature doesn't matter. You can get sunburn when it is cloudy and 73, too.

  • Yes, you can get a sunburn in the winter even. Like the above post said, its not about heat or the Sun as a whole, its the uv rays. Uv rays are different everyday, watch the news or look it up to find out what the uv rays are going to be for the day. Or me personally, i put sunblock on my kids anytime we are going to be outside for more than 20 minutes. In the winter though, not much because we don't stay out long ;p .
