Call a family meeting, write down the family rules (using pictures for those who can't read), have everyone SIGN (or X) the rules that they agree to follow them. Have consequences listed for when rules are broken. Then, when the children start to misbehave, remind them to go read the rules (or point to them), along with the consequences. Always follow through. Never get upset or frustrated. Keep it cool, just go by what's written. Make sure everyone understands exactly what the rules are and exactly what the consequences are. Make sure consequences are logical to the kids or they won't understand the logical nature of cause and effect.
You can also do charts for tracking good behavior and when they display good behavior often enough, do something special together as a family.
