At our parish my older daughters wore a veil and the had their first communion in 2nd grade. We were fortunate enough to be able to use a dress my eldest daughter used as a flower girl for their communion dress. If you cannot afford one see if you can borrow one. It doesn't have to be expensive or fancy. Most girls wore a pretty white Easter dress. Some wore a white cotton dress with a little lace. There were many different kinds of dresses. Talk to the parish about what they do. Our new parish does communion on an individual basis so the parents help with preparation when the child is ready (they have to be at least 7 years old though). Each parish is different in the way they handle things.
