regardless of who was being memorialized it is a solemn occasion and unless it is for a child or honors the deads specific wishes clothing that is bright or loud is not appropriate.

OMG that is one inappropriate dress! It looks like something you would wear to a casual outdoor party, not a military memorial service. President Obama looks rather dapper, though.
