how do you get a 2 year old to stop chewing on his fingernails and toenails?

He won't stop chewing on his nails, he recently started chewing on his toenails. I keep all of his nails short and he keeps chewing, he doesn't chew short to make them bleed or hurt. I just want this "habit" broke before he gets older and keeps doing it..Please help?!!!?
