Does a trigger shot make ALL mature follicles release or just the lead follicle?

I took Femara this cycle (instead of Clomid). Today was my CD15 ultrasound. I still hadn't had a positive OPK, but based on the ultrasound, I had a 19mm follicle and a 22mm follicle on my right ovary, and my uterine lining was at 9mm.

The RE decided to do a trigger shot (HSG).

I've read a lot over the past few months, but I am still clueless about this... Does the trigger shot make both of those mature follicles release or just the lead follicle?
