War surtax. Two top democrats want to institute a new tax to offset the cost of the war in Afghanistan. The surtax would be on top of, not in addition to existing federal income taxes. The poorest would pay 1% and there would be a sliding scale to 5%. A surtax is typically not subject to any deductions.
The 2 leaders said military families have gone to the well time and again. It is now time for the American people to make some sacrifices. I wonder then if military will be excempt or simply asked to "go to the well" again.
