Sit her in the middle of a room and place favorite things of hers within eyesight, a few steps away and high enough that she needs to be able to stand to reach them--but don't have anything near her that she can use as a prop to get to standing (like a chair or sofa) and don't help her. See how she manages. She could have a balance control issue which is related to the inner ear. If she's had repeated ear infections there may be a connection. If she continues to struggle with this task (getting to standing, and toddling over), I would certainly speak with your pediatrician. Like I said before, better to address the problem than to not. Hopefully it's no big deal and just her being a later walker. But if there is anything wrong, it's always better to address these things as early as possible for the best outcomes.
