Adding to the confusion, the language is tucked away in a clause of the bill captioned "No lifetime or annual limits." Advocates for patients say it fails to deliver on that promise.

We know the lump you found in your other breast is early stage cancer and could be easily beaten with surgery and a few chemo treatments, but you have reached your limit...................................start making your final arrangements.....

    ....Ma'am we understand your son is special needs and requires a lot of care, but he has reached his limit.....have you thought about putting him in an institution?
