  • For MOST people? No. If you're poor or military, there may be help available for you.

  • Not all the time, even if you are poor. So many try to get that help that there are VERY long waiting lists.
    I know here it takes over a year to even get accepted.

  • Not my city they have a few complexes that are based on income, but you have to make within a certain amount to get approved...its usually a 3-4 month waiting period...but the places are actually nice considering! I dont know if thats what you mean....but....

  • In my city they help out single mothers with low incomes. You have to get on a waiting list though, and it's usually very long.
