First of all a 3 year old should'nt need Mouth Wash! Do you brush your childs teeth 2 times a day and floss once a day? If so, this should be good enough. To much Milk, junk food and sweets adds to bad breath due to the sugars and junk sitting on the teeth. Offer more Fresh Fruits and Veggies and Lots of water to drink! Good Luck!
