  • My daughter's troop always met in the after school in the cafeteria.

If the troop is small enough you could ask for different moms to volunteer to host each meeting. The host could provide the location and a snack. If a mom didn't want to have the girls at her house she could come up with an alternate meeting place.

Some libraries have meeting rooms, so that is another possible option.

  • School afteria or meeting room, liberaries, community centers, you house or other parents house, local charity groups might have a place, church multi purpose room or the like.

  • My daughters scout leader holds the meetings at her home. She asks that the parents that want to stay take turns because there isn't enough room or parking for all the parents to stay. She decided to do this because the school charges $25 per meeting to hold them in the cafeteria, the library holds computer and other kinds of classes in the meeting rooms, etc and she would just rather be home anyways. When the weather is nice, she plans activities to be held either in the back yard or in the garage.
