Failed hearing test

My 6wk old daughter failed her infant screening test when she was born. So we had an audiology apt, and she failed that as well. They are saying her eardrums are not responding to the frenquencies high or med. however, she was responding to the low just not enough of a response for charting. They aren't telling me she is deaf, they want me to go to an ent for his opinon then come back to them. Now she coo's -a lot- if she weren't able to hear would she still coo?
