Why is it that before 9/11 they always showed the emergency broadcast system test, and on 9/11 they never used it?

  • I see it at least once a month, usually more than that. PA State Law requires them to test it every so many weeks... Maybe your state doesn't

  • i still see it...for about a week it would go off atleast twice a it's probably like once a month or so

  • Maybe it wasn't really a state emergency. It didn't actually effect us physically (though it did in every other sense). I imagine it being used more in a state of war ON our land which none of us have actually experienced. Thank God.

  • Keep in mind that a good amount of communication was down that day. MANY towers, dispatchers, and even emergency personelle were placed in and around the WTC buildings. They probably couldn't, due to the damage things sustained
