there's no perfect age to start, but somewhere between 18 months and 2 years is a good time to at least introduce the potty. Buy her a potty and let her sit on it while you are in the bathroom. If she's not scared try putting her on it before or after bath time while she is naked. When you notice she's waking from naps dry, showing a lot of interest in what you do when you sit on the toilet, telling you when she's wet or dirty, able to pull her pants up and own, and appears to be unhappy when her diaper is wet/dirty then it's time to start actual potty training. She doesn't have to show all the signs, but the more signs she is showing the more likely she really is ready and will train more quickly. You want her to be ready so she can have some success. once she actually pees in the potty you can switch to panties or cloth training pants (Pull-ups are just diapers, and won't make her as uncomfortable when wet).
