He couldn't answer it. It was impromptu. He doesn't have an original thought. He just gives the prepared answers of his handlers. When he tries to be spontaneous you get the to to to, if if if, you you you,......... uhhhhhhhhhhhhhh, and 17 minutes of double speak. Thank you George Orwell of giving us the term decades before we actually need it to describe the speach of our government.
