When I worked in a daycare center they tried to get around rules like that by counting people in the building who didn't really work in that room. For instance the infant ratio was supposed to be 1:4 but we had 12 kids with two workers. When we had an inspection suddenly the kitchen help or secretary would step in. This was a national chain not a private day care. Anyone checking out a day care should make sure you get what you think your getting and that they are in compliance. Do a few surprise drop in's to make sure.
