baseball weeball

I signed my little girl up for weeball (4 year old tee ball) and they had their first game yesterday she was able to catch the ball and get a player out but instead of the player being out and going back to the dug out they let the player stay on base and said there are no outs in wee ball i was like then how is that teaching them how to play or any rules at all?? they also dont keep score i understand it is for fun but the children should learn while they are having fun playing they should learn it is ok to not win not well if your out you can just still stay there its like if your playing a board game and you don't want to follow the rules b/c you will lose does anyone else think this is a weird way of playing
