  • The absolute cheapest? Goodwill. Lysol wash and air dry.
    Next Wal-Mart or K-Mart

  • I have bought tennis shoes at Payless Shoes for under $20, but they don't last long before the seams start to come apart and the soles wear out. I think tennis shoes are something to pay a little more for so they will last.

  • If you are wanting to buy brands like Nike, Adidas, Asics, etc. Kohls is usually a good place to try. I always have at least a 15% off coupon & use it along with their sales. I have gotten my kids Nike tennis shoes for about $30 before; a couple of times I even managed to get them in the $20's. JcPenney is also somewhere to try. If the brand doesn't matter, Walmart, Target, or Payless would be good to try.
