they say complimentary on them. I feel bad for selling them but I am super broke.

Scalping is selling tickets for more than face value. So technically, if the tickets say complimentary, then selling them for money would be scalping. However, if you sold a t-shirt (or some other item) and they got the tickets for free as a gift with purchase- then it's not scalping, it's giving them away and selling a t-shirt! I know it sounds wrong - but it is a legitimate way around the law.
