We have to write a proposal essay and argue that the community we're writing about (college, city, state, federal) should adopt your proposal because it will accomplish three distinct outcomes related to a community issue.
So it has to be AN ISSUE. I just can't think of AN issue. We have to say "I think we should adopt this proposal and if we do, A, B and C is the outcome. So it has to be something with a forseeable outcome.
Any help is appreciated.
