Why did Norad stand down on 9/11?

The US military has spent billions of dollars developing stealth aircraft which are invisible to radar so they can mount surprise attacks on adversaries. Why didn't NORAD fulfill its standard operating procedure and intercept the planes? Was NORAD intentionally confused by the wargames taking place on the morning of 9/11 or were they ordered to stand down?

  • Because by the time they found out about the hijackings it was too late to scramble them. They were also conducting war game excercises that day so there was confusion over what was real or fake.  here are some links to it.

    It is quite likely that the NORAD standdown was accomplished in the same way, with both the air traffic .... US military did not defend the Pentagon on 9/11 ...

  • They didn't stand down. The civillian air traffic controllers reported the hijackings to the FAA, who reported it to the FBI - as was standard practice. As soon as the military was notified, they DID scramble two jets - but no one in the civillian sector could tell them where to send those fighters since the hihacked plane had turned off it's ID becon. No one had ever thought such a thing might happen - hijackers landed the planes and made demands - that's what had always happened and that's what the procedures were designed for.
