A bunch of friends used to do an 'avoid the begging for candy at strangers' doors' party that we participated in:
Potluck snacks --popcorn, chicken wings, etc., so we didn't have to have dinner... and candy/treats for the kids, given out at games:
Games: kids played games (parents managed) for candy --and got candy whether they managed to get the beanbag into the hole or not... very profligate game managers, really: don't care, pick a candy, take a handful. There was always WAY too much candy!
Pumpkin parade: all the families brought jack-o-lanterns which were lined up so the kids could see the games (we live in a 'good weather' part of the world, so it was almost always outside)...
Photo booth: kids got photos taken in their costumes, with whichever friends they wanted photos with --that took a long time and kids LOVED it --way more than you'd think
A bonfire, with marshmallows, fireworks... fun, safe and ton 'o candy.
