What is a good free program to edit photos?

I am a picture fanatic!!!!! I'm not in the position to go out and buy an expensive program or to take 3 months to learn a new one. I just want something that is free but good. I use Picasa to do collages, B&W, and stuff like that. I am looking for something that is a little more fun. I want to add borders and stuff.

    It's freeware and fully packaged. Very similar to photoshop. It has a learning cure as sharp as photoshop as well. But it works. :)
