I hear that all the time, but I'm just not really sure what makes a horror movie "cheesy."

Killer Klowns from Outer Space, Toxic Avenger, Attack of the Killer Tomatoes (and any of the sequels) are examples of "cheesy" B-rated horror flicks. Cheesy is when you can see they are so very cheaply made. The special effects are basement effects ... pie plate as a UFO.
Technically, Scream (whole series) even though it is a big budget movie, could be considered cheesy because of the premise of the movies.
Scary Movie series is another example.
Evil Dead, Evil Dead 2 and Army of Darkness ... funny as hell but borderline cheesy. Basically, pretty much anything with Bruce Campbell (except his series Burn Notice) can be considered cheesy.
