Run a humidifier in her room during the night or if you don't have one, before she goes to bed (and if she wakes during the night) take her in the bathroom and turn the shower on all hot and sit in there with her for a good 20-30 minutes. The steam will help clear her out. Then use an aspirator or Qtip and clean out her nose so she can sleep. Rub some vicks lotion on her chest and cover with a onsie and pj's so she can't get to it herself - but the menthol will help her breathe. I never recommend using Tylenol (even children's but especially infants). The better option to use is CHILDREN's Advil/Ibuprofen. First of all, the infant's is A LOT MORE CONCENTRATED and very easy to overdose! Advil/Ibuprofen is better than Tylenol because it is easier on the liver/kidneys AND lasts longer. Use it sparingly though as with all meds, anyone can grow immune to their effectiveness. Try elevating baby's head of her crib mattress also. GL!
