do you brown the meat first, or leave it raw?
ive only made it once, last time i made it i left it raw. it came out fine and tasted fine, but it cooked just like that - a layer. i was expecting it to be more crumbled. and it might be better to cook first because then i wont have to bake as long.
how do you do it?
