How do you get your 4yr old to stop answering for their younger sibling?

My oldest child is 4 and my youngest is going to be 2. My 2yr old doesn't talk much and I believe its because his sister does all the talking for him. I've tried to explain to her that he needs to learn how to ask for the things he wants. However she doesn't understand what im trying to instill. Any suggestions?
