BOG fee waiver/special circumstance form - help

According to our 2009 tax return we don't qualify for the BOG. BUT I turned in a special circumstance form for FAFSA since my unemployment ended and our income is less. So I now have a $0 EFC for FAFSA so will I qualify for BOG now? I hope so since fees are due soon!
I'm headed to financial aid office this week but thought I'd ask here first.
