Central Illinois Gardening: Winter prep, is it too late?

It just seems that the cold is keeping me inside, but is it too late to prep your garden for winter? I feel like my yard is totally ugly with tons of Fall leaves all over, wet and stuck to the ground. Any warm days now are filled with downpours, so it's not like I can mow/mulch the leaves and put it in the flower beds....does anyone have any suggestions on what I can do to liven up my yard, even though it's already into winter???

Oh, and can I still plant tulip bulbs even though it's freezing outside?

Thanks in advance!

  • Aren't you going to get all that snow tonight and tomorrow? Or is that further south of you? Ugh... I just hope it keeps east of me!!
