Not necessarily. You might want to do some inquiries as to why she isn't-- it may be that she's newer in her profession and hasn't had an opportunity to sit for the exam yet. Talk to other patients, and find out whether she's a good physician. My favorite medical treatment provider was not a doctor, but actually a nurse practioner who was able to diagnose and treat me better, with more caring, and with more compassion than any of the doctors in her office. She may not have the medical degree, but I'd trust her with my life more than her highly degreed supervisors.
