Where do you buy kids cowboy boots? Do I have to go somewhere like Horse Town or can I just go to Shoe Carnival or something.

You won't find any at shoe carnival, but most western stores carry children's sizes. I found a good selection at Cavendar's Boot City, but I don't know what stores might be available where you live. If you order online be aware that boot sizes are different than shoe sizes. My son was wearing size 8 tennis shoes and he needed sizes 6.5 boots.

Is he a beginner or advanced level rider?
Basically any boot you find that has a visible heel is fine for beginning level riders. So wal mart, or fashion cowboy boots are fine for beginners.
The heel is the more important part, it keeps the foot from slipping entirely through the stirrup, if the rider were to fall . You don't want to be hanging upside down because your foot slipped through the stirrup when the horse is running like that!
